Requiring the Department of Planning to submit a specified interim report to the Governor and the General Assembly on or before a specified date; requiring the Department to submit a specified Comprehensive Energy Plan to the Governor and the General Assembly on or before a specified date; requiring the Department to solicit and consider input from specified parties in developing the Plan; requiring the Plan to contain specified information and make a specified recommendation; etc.
