Synopsis:

Establishing the State Drug and Alcohol Abuse Council in the Office of the Governor; providing for the membership of the Council; requiring the Governor to designate the chair of the Council; providing for the terms of the members of the Council; authorizing the Council to adopt procedures and consult with State agencies; providing for the purpose and duties of the Council; requiring the Alcohol and Drug Abuse Administration to provide staff for the Council; etc.
