Requiring that the appointed members of the Anne Arundel County Board of Education be subject to contested elections; repealing provisions relating to a retention election for appointed members of the county board, as specified; providing for a nonpartisan election for the county board under specified circumstances; providing that candidates for election to the county board be nominated and the elections be conducted in a manner, as specified; establishing rules; etc.
