Establishing the Task Force to Develop Strategies to Encourage Recycling and Reduce Litter in Maryland's Waterways; providing for the membership of the Task Force; requiring the Task Force to study specified issues relevant to recycling and reducing litter in Maryland's waterways; requiring the Task Force to report its findings and recommendations to the Governor and the General Assembly on or before December 31, 2010; providing for the staff of the Task Force; etc.
