Requiring the State Treasurer to apply a specified preference in favor of a State financial institution when evaluating competing bids or proposals submitted by financial institutions to provide banking or financial services to the State or an agency of the State; requiring a local government unit to apply a specified preference in favor of a State financial institution when evaluating competing bids submitted by financial institutions to provide banking or financial services to the local government unit; etc.
