Professional Boards - Transfer of Funds - Repayment

Synopsis:

Providing that the Governor may not transfer money from specified professional funds to the General Fund of the State; providing that the General Assembly may not authorize the Governor to transfer money from specified professional funds unless the use of the money is restricted by law to specified purposes; requiring the Governor, under specified circumstances, to include an appropriation in the State budget for specified fiscal years to repay transfers from specified funds; etc.
