determines prevailing wage rates for specified worker classifications;
establishing a statewide prevailing wage rate for each worker

contractors and subcontractors when setting prevailing wage rates;
requiring the Commissioner to estimate the prevailing wage under
specified circumstances; altering provisions governing the review of
the Commissioner's prevailing wage rate determination; etc.
