Synopsis:

Abolishing the State Racing Commission and establishing the Thoroughbred Racing Commission and the Standardbred Racing Commission; providing for the memberships, qualifications for members, terms, chairs, quorums, meetings, compensation, executive directors, staffs, specified employees, specified powers, and testing laboratories of the Thoroughbred Racing Commission and of the Standardbred Racing Commission; altering allocations of funds from specified accounts; etc.
