Authorizing the Public Service Commission to conduct a specified proceeding for the purpose of issuing an order that affects more than one public service company; requiring the Commission to provide specified notice of a specified proceeding; requiring the notice to contain specified information; requiring the Commission to provide an affected person with an opportunity to explain why a specified proceeding should not be conducted; etc.
