Providing that in Prince George's County, for purposes of creating a
public record, the District Council shall review actions taken by the
planning board only if petitioned by a party of record; prohibiting an
individual or entity from entering into an agreement for compensation
that is dependent on specified government action; requiring specified
persons who represent specified applicants before the District Council
or County Council to follow specified State ethics laws; etc.
