Synopsis:

Authorizing the Washington Suburban Sanitary Commission or specified tenants of residential rental property in the sanitary district to institute an action for receivership in case of delinquency in accounts for water and sewer usage under specified circumstances; establishing a procedure for petitioning a circuit court for appointment of a receiver; requiring a court to issue a show cause order to an owner, landlord, agent, manager, or other specified persons under specified circumstances; etc.
