employment of the State's Aquaculture Coordinator; transferring
specified seafood-related programs, funds, and organizations from the
Department of Agriculture to the Department of Natural Resources;
altering the membership of the Aquaculture Review Board; authorizing
the Department of Natural Resources to issue water column leases under
specified circumstances; altering provisions relating to the issuance
of submerged land leases; etc.
