Death Penalty - Moratorium

Synopsis:

Prohibiting an individual who has been sentenced to death from being executed before July 1, 2005; prohibiting a judge from issuing a warrant of execution before July 1, 2005 and providing that any warrants of execution issued for which the individual has not been executed are void; establishing a Maryland Commission on Capital Punishment; requiring the Commission to make specified reports at specified times; providing for the termination of the Act; etc.
