Synopsis:

Authorizing the Comptroller to require by regulation that a taxpayer claiming specified income tax credits claim the credits by electronic means; authorizing the Comptroller to require by regulation that additional tax credits be claimed by electronic means; applying the Act to tax years beginning after December 31, 2012; etc.
