renovation, construction, reconstruction, and capital equipping of the
Lula G. Scott Community Center, an Early Head Start center in southern
Anne Arundel County, serving pregnant women, infants, and toddlers,
with a focus on low-income families, subject to a requirement that the
grantee provide and expend a matching fund; etc.
