Authorizing the creation of a State Debt not to exceed $300,000, the proceeds to be used as a grant to the Board of Directors of Communities Organized to Improve Life, Inc. for the acquisition, planning, design, construction, repair, renovation, reconstruction, and capital equipping of five properties that will serve as community and school centers providing academic and family support services, located in Baltimore City; prohibiting the loan proceeds or the matching fund from being used for sectarian religious purposes; etc.
