Synopsis:

Requiring the Maryland Health Care Commission to include specified racial and ethnic variations in specified systems to evaluate the quality of care outcomes and performance measurements of specified health maintenance organization benefit plans, nursing facilities, and hospitals and ambulatory surgical facilities; prohibiting the use of specified racial or ethnic variations information to deny or otherwise affect a health insurance policy or contract; etc.
