Synopsis:

Requiring the Maryland Department of Transportation to review and evaluate transit priority treatments, best practices, and transit thresholds, and to identify priority treatment corridors; requiring the Maryland Department of Transportation to make recommendations concerning competitive grant funding for transit projects and the use of value capture opportunities to help finance capital costs; requiring the Secretary of Transportation to submit a specified report to the General Assembly on or before December 15, 2012; etc.
