Synopsis:

Establishing a procedure to allow a licensed dealer to change the dealer's place of business; requiring the Secretary of Labor, Licensing, and Regulation to inform each primary law enforcement unit of that change; altering the conditions under which a dealer or pawnbroker must release to the primary law enforcement unit certain stolen property; etc.
