Transferring the authority of the State Board of Physician Quality Assurance, as it relates to certain emergency medical services, to the Emergency Medical Services Board; requiring a license for persons to provide specified emergency medical services; creating a provider review panel and the Emergency Medical Systems Board Fund; etc.
