Establishing certain standards for determining whether a person is an aggrieved person under the provisions of law relating to contested case hearings on certain permit decisions made by the Department of the Environment; providing for the application of these standards; requiring an administrative law judge, upon request of certain parties, to order the production of certain evidence under certain circumstances; requiring the administrative law judge to make a summary disposition under certain circumstances; etc.
