Requiring the Maryland Stadium Authority in each fiscal year to transfer all revenue derived from specified sports lotteries, which exceeds the debt service requirement for the professional baseball stadium and a professional football stadium at Camden Yards in Baltimore City, to the State School Construction Fund for specified purposes; etc.
