Synopsis:

Requiring an independent contractor who enters into certain contracts with consumers to be registered with the Department of Labor, Licensing, and Regulation, comply with certain insurance requirements, and maintain a separate business establishment; requiring the Department to maintain certain records, develop a form, and establish a fee for registering independent contractors; and providing a penalty for noncompliance.
