Setting standards for the release of information in public records about notaries public; allowing a notary public to control whether the notary public's name appears on lists sold by public officials; giving the Secretary of State and Assistant Secretary the power to remove or suspend a notary public; and allowing notaries public to act on documents lacking a notarial certificate.
