Synopsis:

Providing that a State employee is deemed to have been laid off when the employee is separated from a position in the classified service because of certain actions by the Governor or the General Assembly relating to the elimination or reduction of funds from the State budget; requiring the Secretary of Personnel to adopt regulations relating to layoffs for budgetary reasons; etc.
