Providing for on-call compensation for specified State employees; requiring the Secretary to adopt regulations to implement the Act; establishing the rate of on-call compensation; requiring the Secretary to determine the rate of a certain allowance; specifying the time period within which State employees must be paid for on-call compensation; and defining certain terms.
