Prohibition of State Funding to Subsidize a Football Stadium Anywhere in Maryland

Synopsis:

Prohibiting the Maryland Stadium Authority from engaging in specified construction or entering into specified contracts to construct a new football stadium anywhere in the State; prohibiting the Board of Public Works from approving the issuance of bonds for a new football stadium; prohibiting State agencies from making specified expenditures; requiring the State Comptroller to transfer funds reserved by the Authority for the construction of a football stadium to the State School Construction Program; etc.
