Synopsis:

Adding crimes concerning theft, bad checks, and credit cards if the value of the items is less than $100 for the purpose of requiring trial in the District Court; prohibiting the trial of these crimes in the circuit court unless a District Court conviction is appealed or there is another charge; providing that proof of a value over $100 is not a defense to these crimes; providing that these crimes are not lesser included offenses of any other offenses; etc.
