Synopsis:

Requiring the Governor to budget an amount of annual expenditures for State Highway Administration capital projects that is not less than the amount spent on State Highway Administration capital projects in Fiscal Year 1995 (approximately $570,000,000); requiring the Governor to adjust the amount budgeted annually in accordance with the Federal Highway Administration's Highway Constructions Costs Composite Price Index; requiring the amount budgeted to remain at that level without regard to changes in the source of funds for the Administration; etc.
