Synopsis:

Establishing a noncommercial crabbing license; establishing fees and daily catch limits; authorizing the sale of noncommercial crabbing licenses by agents of the Department of Natural Resources; authorizing individuals to catch crabs without a license under specified circumstances; prohibiting the buying and selling of crabs caught noncommercially; designating that specified license fees be deposited in the Fisheries Research and Development Fund; establishing penalties; requiring a specified report; etc.
