Synopsis:

Creating a State Debt not to exceed $300,000, with a matching fund requirement, as a grant to the Board of Directors of New Song Urban Ministries, Inc. for the planning, design, construction, and capital equipping of a new facility, the New Song Center, to be used for community programs; and prohibiting the use of the proceeds of the bonds or the matching funds for sectarian religious purposes.
