Prohibiting the State from selling or otherwise transferring to
Montgomery County, a private developer, a government agency, or any
other person for highway construction projects, any portion of the
Rockville Facility right-of-way between Parklawn Drive and Veirs Mill
Road or any portion of the right-of-way on the south side of Montrose
Road bordering on the Old Farm and Tilden Woods subdivisions;
providing that this prohibition does not prohibit the construction of
improvements to existing highways; etc.
