Altering requirements and procedures for issuance of a handgun permit;
eliminating the requirement that there be a good and substantial
reason for a handgun permit; eliminating modified and limited permits;
requiring the issuance of a permit to a qualified individual;
authorizing out-of-state handgun permit holders to carry a handgun;
listing places where handguns are restricted; creating a self-defense
and personal safety fund; providing immunity; establishing penalties;
providing for the termination of the Act; etc.
