Patients' Bill of Rights Act of 1999

Synopsis:

Requiring specified health insurance carriers to provide for a standing referral to a specialist under specified circumstances; requiring specified carriers to cover specified prescription drugs and devices under specified circumstances; requiring the Maryland Insurance Administration to serve as the "single point of entry" for consumers seeking specified health insurance information; setting a minimum length of specified inpatient hospitalization coverage after specified procedures; etc.
