The Joseph Fund

Synopsis:

Establishing the Joseph Fund as a nonlapsing fund within the State Reserve Fund; providing that the Fund is established to set aside reserves in times of economic prosperity to be used to meet the emergency needs of the poor in times of economic downturn; specifying the status and sources of the Fund; authorizing the State Treasurer to invest moneys in the Fund in a specified manner; establishing a Board to advise the Governor on the management of the Fund; specifying how the money in the Fund is to be used; etc.
