Prohibiting telephone companies and resellers from taking actions on
behalf of a customer concerning the selection of a telephone company
or reseller, telecommunications service options, or the person who
bills the customer or the customer's billing arrangement except in
compliance with specified procedures; requiring specified notice to be
provided to a customer when specified changes are made in providers
and options; imposing specified liabilities on entities that initiate
an unauthorized change; etc.
