Synopsis:

Authorizing the use of contracts made under the Maryland Higher Education Investment Program at any eligible institution of higher education; altering the composition of the Board of the Maryland Higher Education Investment Program; altering specified requirements for the administration of the Program; and making the Act retroactive.
