Entitled:
Vehicle Laws - Excise Tax - Determination of Fair Market Value and Collection of Tax

Synopsis:

Altering the definition of "fair market value" as it relates to the vehicle excise tax in the case of specified used vehicle sales; establishing a minimum excise tax of $32 under specified circumstances; requiring an applicant for a certificate of title or registration to submit a notarized bill of sale that meets specified requirements; expanding the circumstances under which a licensed dealer may keep the lesser of $24 per vehicle or 1.2% of the excise tax collected by the dealer; etc.
