Synopsis:

Prohibiting an individual from providing specified pilotage without a special duty license or a specified other license and special duty assignment certification; including a special duty license within a list of licenses issued to pilots in this State; specifying the qualifications for acquisition of a special duty license; requiring specified American and foreign vessels to employ a specified licensed pilot under specified circumstances; etc.
