Grain Dealers Licensing - Civil Penalties

Synopsis:

Authorizing the Secretary of Agriculture to impose a civil penalty of not more than $5,000 in lieu of or in addition to suspension or revocation of a license; requiring that the penalty be paid into a specified fund; and requiring the Secretary to adopt regulations.
