Requiring the Governor to include in the annual State budget, beginning with fiscal year 2001 and through fiscal year 2025, an appropriation to the Tri-County Council for Southern Maryland in a certain amount from funds the State receives annually from the Master Settlement Agreement entered into between the State and the major tobacco manufacturers; providing that the appropriation shall be separate from and in addition to specified other amounts paid by tobacco manufacturers; etc.
