Establishing the Maryland Extended Learning Bootstrap Pilot Program; creating the Maryland Extended Learning Bootstrap Pilot Program Fund; requiring the Governor to include specified amounts in the annual State budget for the Fund for specified fiscal years; listing specified counties in which the Program will be implemented; requiring the counties to provide specified services and facilities at no charge to the instructional providers; exempting the Program from specified provisions relating to child care centers; etc.
