Drivers' Licenses - Graduated Licensing System - Provisional Licenses - Restrictions Applicable to Minors

Synopsis:

Requiring the Motor Vehicle Administration to impose restrictions on provisional drivers' licenses for drivers under 18 that limit occupancy in a vehicle driven by a provisional licensee to two passengers under the age of 21 and require each occupant to use a seat belt; providing that a provisional licensee under 18 may not drive between 11 p.m. and 6 a.m., subject to specified exceptions; making violations of the license restrictions subject to specified sanctions; etc.
