Crimes - Masks and Hoods - Prohibitions

Synopsis:

Prohibiting persons over the age of 17 years from wearing, in public or specified private locations, a mask, hood, or other device which covers a substantial portion of the face with the intent to conceal identity; establishing specified exceptions to the prohibition against wearing a mask, hood, or other device; and creating a specified penalty.
