Establishing a Tobacco Use Prevention and Cessation Program and a

Department of Health and Mental Hygiene; providing that the programs
shall be funded as provided in the State budget with money from the
Cigarette Restitution Fund; authorizing the Legislative Auditor to
audit the appropriations and expenditures made for purposes of the
