Requiring the State Labor Relations Board (SLRB) to mediate and decide collective bargaining controversies or disputes involving a labor organization of certificated or noncertificated public school employees; providing that a decision of the SLRB is a final decision; requiring the SLRB to supervise the election of exclusive employee representatives; altering the matters which may be negotiated by a designated representative; etc.
