Education - Negotiations

Synopsis:

Requiring the State Labor Relations Board to decide any controversy or dispute involving a labor organization of certificated or noncertificated public school employees; providing that a decision of the Board is a final decision, subject to provisions of law relating to the fiscal limitations of local governments; requiring the Board to supervise the election of exclusive employee representatives; altering the matters which may be negotiated by a designated representative; etc.
