Authorizing the creation of a State Debt not to exceed $250,000, the proceeds to be used as a grant to the County Executive and County Council of Anne Arundel County for the planning, design, construction, and capital equipping of the Broadneck Recreational Complex and related facilities and parking, to be located in Broadneck Park in Anne Arundel County; providing for disbursement of the loan proceeds, subject to a requirement that the grantee provide and expend a matching fund; etc.
