Synopsis:

Authorizing the creation of a State Debt not to exceed $1,800,000, the proceeds to be used as a grant to the Board of Trustees of Loyola College in Maryland for the planning, design, construction, repair, restoration, renovation, reconstruction, and capital equipping of Maryland Hall of Loyola College in Baltimore; providing for disbursement of the loan proceeds, subject to a matching fund requirement; prohibiting the use of the proceeds of the sale of the bonds and the matching fund for sectarian religious purpose; etc.
