Synopsis:

Authorizing the creation of a State Debt to be issued each year for 6 years beginning in 2003, the proceeds to be used as a grant to the Tri-County Council for Southern Maryland to assist in the implementation of the Southern Maryland Regional Strategy-Action Plan for Agriculture adopted by the Tri-County Council for Southern Maryland; providing for disbursement of the loan proceeds; etc.
